01 · The administrative fact everything else follows from
Denver is Lincoln County. Most Lake Norman advice is not.
This is the whole reason this post exists separately from our county-wide permit guide.
Lake Norman reads as one place and is administered as four. Huntersville, Cornelius, Davidson and north Charlotte are Mecklenburg. Mooresville, Troutman and Statesville are Iredell. Concord is Cabarrus. Denver — the whole west shore — is Lincoln County.
That matters more than it sounds. The overwhelming majority of concrete advice written about this lake is written from Mecklenburg, because that is where most of the population and most of the contractors are. It names Mecklenburg offices, links to Mecklenburg code, and quietly assumes a Mecklenburg process. Applied to a Denver address, some of it is simply about a different jurisdiction.
None of that makes Denver harder. It makes it different, and the difference is worth knowing before you start making calls.

We are going to be unusually short here, and the reason is a principle rather than laziness.
Lincoln County Planning & Inspections is the authority for county-level requirements in Denver. Published contact: 704.736.8440, and lincolncountync.gov.
What we are not going to do is publish a step-by-step account of their process. We have verified the office and the number; we have not verified the current sequence, the forms, the fees or the review times, and a confidently written process that turns out to be a year out of date is worse than no process at all — because you would plan around it.
You will find local contractor pages that do publish exactly that kind of detail. It is worth asking where they got it and when. Ours is a deliberately shorter answer: here is the right office, call them, and we will tell you what we know about your specific job when we walk it.
03 · The state-road question is separate
NCDOT does not care which county you are in.
There are two independent systems, and conflating them is the most common confusion we hear.

04 · What this means in practice for a Denver job
Three situations, and who you end up calling.
Most west-shore driveway work resolves to one of these.
Replacing what is there. Same footprint, same entrance. The NCDOT trigger is generally not met. Confirm county requirements with Lincoln County, and check any HOA. See driveway replacement.
Adding a turnaround, parking pad or extension. Common on Denver's larger lots. If the work stays on your property and the entrance is untouched, the state question usually does not arise — but added hard surface can raise stormwater and impervious-surface considerations, which are county matters. A new entrance onto a state road. The clearest case for an NCDOT permit, with a review that has historically run around four weeks. Start that conversation before you plan around a date.

County first, state second.
Is Denver NC in Mecklenburg County?
No. Denver sits in Lincoln County, which is the single most consequential administrative fact about concrete work here. Most Lake Norman contractors and most Lake Norman advice are oriented around Mecklenburg, and the office you need is a different one.
Who do I call about a driveway in Denver?
Lincoln County Planning & Inspections, published at 704.736.8440 and at lincolncountync.gov. Confirm current requirements with them directly — we are not going to publish a step-by-step process we have not verified, and county procedures change.
Do I need an NCDOT permit as well?
Possibly, and it is a separate question from anything the county requires. The NCDOT requirement attaches to creating or altering an access onto a state-maintained road. Our permit guide covers exactly what triggers it.
Does replacing my driveway in place need a permit?
The NCDOT requirement generally is not triggered by an in-place replacement that leaves the entrance unchanged. County requirements are administered separately and are worth confirming with Lincoln County rather than assuming either way.
Is Lincoln County slower or faster than Mecklenburg?
We are not going to characterize that, because we have not measured it and it would be an unfair thing to publish about a public office. What matters practically is that it is a different office with its own calendar, so build the conversation into your timeline early rather than assuming Mecklenburg's rhythm applies.
What about HOA rules in Denver?
Some Denver communities are covenanted and some are not — the west shore has a broader mix than the Mecklenburg towns do. Where an association exists, its approval is private and entirely separate from any county or state requirement.
